The House of Representatives is poised to take up debate on a health care bill in the coming weeks that will have a huge impact on each of our lives and our economy. The bad news is that if the last week is any example, it's not clear that we will even know what's in that bill. Indeed, it's not clear if even our representatives will have a chance to read the bill before they vote.Whatever you think about the "Cap and Trade" bill that was passed by the House last week, or however you feel about health care reform, the process for considering legislation is not as transparent as we need it to be. And they should print a correction immediately. In a brief, unbylined editorial yesterday, headlined "How to Trust Electronic Voting," 1 the paper endorses this year's version of Rep. Rush Holt's election reform bill. The editorial is misleading and, even worse, blatantly (and inexcusably) inaccurate on at least one important point... The first graf begins thusly:
No need to read the piece much further, frankly. The reference to "paperless electronic voting," aside from being so very 2005, is also incredibly misleading. The idea that "electronic voting machines that...produce a paper record" are somehow more trustworthy than those that don't, has long ago been discredited by computer scientists and security experts. For just one such example, see this video 2 produced by the UC Santa Barbara's Computer Security Group for CA SoS Debra Bowen's landmark "Top-to-Bottom Review" of electronic voting systems. The scientists demonstrate how to hack a Sequoia touch-screen voting machine --- one that produces "a paper record" --- in seconds. The same technique can be applied to virtually any other Direct Recording Electronic (DRE, usually touch-screen) voting system. The main offending part for me is where they say the machine for individuals with disabilities must allow the voter to "independently verify and cast the permanent paper ballot without requiring the voter to manually handle the paper ballot;" This is ridiculous. This the proverbial $900 hammer approach. No machine has this capability currently, and such a machine would be many times more expensive than necessary. Potential solutions would solve one almost non-existent problem and create several others -- besides the expense. ******** Dear Friends of Open Voting: I need your help today. Forget Iran, say NO to concealed vote counting in the US of AAs you decry the alleged election fraud in Iran, keep in mind that the majority of the nation's election officials - like NH's state election officials - have knowingly approved fraud-friendly and defective vote counting computers. Across the nation, the vast majority of our local election officials, have long ceased to fulfill their constitutional duties. In NH, most of our election officials prefer to let LHS Associates and Diebold Corporation take over - and I do mean takeover - our democracy. Forget Iran; it's time to say "NO" to concealed vote counting here in America. Medical Marijuana "Rally for Compassion" Wednesday morning in ConcordWed, 06/24/2009 - 8:15am in front of State House If you believe seriously ill patients should be allowed safe, legal access to medical marijuana when their doctors recommend it, please help push HB 648 over its final hurdles. Votes to approve the amended bill are scheduled for tomorrow (Wednesday) in both chambers of the legislature, and a "Rally for Compassion" is scheduled for 8:15-9:45 in front of the state house. (speakers begin at 8:45) The bill originally passed 234-138 in the House and 14-10 in the Senate. When Governor Lynch expressed a list of concerns to legislators, they steered the bill into a committee of conference, which worked hard to craft an amendment The bill no longer allows patients or caregivers to cultivate marijuana. Instead, three nonprofit compassion centers would be licensed and regulated by the state to produce and dispense medical marijuana to cardholding patients. New Hampshire legislators are now working on their second attempt to erect barriers to the public right to know. HB 349 is trying to exempt legislator's e-mails from both right to know and court subpeonas; an earlier bill, HB 53, seeks to remove the secretary of state's office (and other executive agencies) from right to know by redefining what a "public body" is. How the main office controlling public elections can conceivably be deemed "not public" is a question that causes some of us to shudder. Regardless of whether these bills pass, they don't remove the RIGHT, because you can't really "remove" the inalienable rights to self-govern. What these bills seek to do is to put in place a policy to REFUSE TO HONOR the right to know. Of the few deaths, no one has mentioned who these casualties are. Are they elderly or infirm people who could just as easily be killed by the common cold or a slip and fall? The last time was 1976 (under Gerald Ford). The public recognized the foolishness and danger involved in accepting the government vaccine and rejected it. Last week the NH House of Representatives passed HB 556, repealing New Hampshire’s death penalty, and requiring a life sentence with no parole for those crimes now covered under the capital murder statute. The bill now goes to the State Senate. However, Gov. Lynch has already indicated he would veto the bill if it passes the Senate and reaches his desk, just as Gov. Shaheen did 9 years ago. We are encouraging you to join with the NH Coalition to Abolish the Death Penalty and ask you to take 3 actions in the next week: First, go to www.nodeathpenaltynh.org to join the NH Coalition to Abolish the Death Penalty and sign up for further e-mail updates. Your senators, Sens Gregg and Shaheen, have not co-sponsored S. 482 (the Senate Campaign Disclosure Parity Act), and we need their support to help pass this bill -- a straightforward piece of legislation that would require senators to file their campaign finance reports electronically. So far, 33 senators have co-sponsored and many of these senators agreed to co-sponsor because of your calls, emails and tweets.
But 33 co-sponsors are not enough -- we need 60 co-sponsors to make it filibuster-proof so there won't be an excuse for the Senate to not pass this bill. Call Senators Gregg and Shaheen and bring us one or two co-sponsors closer to where we need to be. House and presidential candidates have filed their campaign contribution reports electronically for nearly 10 years, but the Senate still files on paper. Many state constitutions demand a public voting system with public vote counts. The Holt Bill mandates computerized voting systems, and enforces concealed vote counting.
